Improve navigation levels and controls for jump/skip behavior

I'd like to be able to set the two navigation steps that are available to me with the buttons at the bottom of the screen. I might prefer page and paragraph, someone else might prefer section and chapter.

Extra credit for making this a per book setting.

        I second Jim's comment. Also "next section" and previous section" buttons are too limiting because you cannot jump to next heading level 3 or next heading level 2. You can only jump to "next section" whatever that is. Now visually, you might be able to go to the fifth third-level heading, but I'm a VO user; I wouldn't know.

        So, we need a way to move through daisy books that aren't well marked up. So, we need a way to move by sentence, line, paragraph, or some other useful text element that isn't dependent on good markup.
